In January 1992, a new law went into effect in California, requiring persons to wear helmets when riding a motorcycle. A team of investigators conducted the investigation described below to evaluate the impact of helmet use and the new helmet law on motorcycle-crash mortality.
In 1991 (before the law went into effect), there were 523 motorcycle-crash death in California; the motorcycle-crash mortality rate was 80.3 per 100,000 registered motorcycles/year. The investigators found that 126 of the deaths were using helmets when they crashed. These 523 motorcycle-crash deaths were compared with a sample of 6,791 persons who were observed riding motorcycles around the state (i.e. drivers and passengers); they noted that 3,110 of the observed riders were using helmets.
